Please support SB449. The NEM program (Net metering and relative to energy storage in connection with net metering) is needed in NH and supported by the majority of NH energy users. Passage of this bill by the House and signing into law by the Governor will provide individuals, communities, business, school systems, and manufacturers with the certainty they need to invest in local, affordable, secure energy resources at a time when energy prices are rising and will remain elevated. Why does the NEM program matter to the rate payers of NH? *NH NEM program supports local energy projects that provide stability to energy costs. *Many energy projects depend on net metering to move forward. *Businesses and institutions rely on cost stability to remain competitive with neighboring states, and keep energy processes lower. **These projects support local jobs and investment while keeping energy dollars within New Hampshire. Net metering is an essential part of making renewable energy sources viable. We need clarity and certainty around NEM in order for energy projects to move forward. Renewable energy is critical for our environment and utlimately our health. Moreover, the current crisis in Iran makes it clear that reliance on fossil fuels is not economically viable. NH critically needs SB 449.

This bi-partisan approach to securing more renewable energy for our business community in New Hampshire will benefit ratepayers and many private sector businesses. Please vote in favor of this bill and provide a positive committee report.

Net metering helps accelerate the deployment of solar and battery technologies, lowering electricity prices for all of us and diversifying our state's energy supply. Until the federal government addresses the market failure by internalizing the external costs of the pollution from fossil fuels, we need state action to promote the rapid adoption of clean energy solutions. Eventually, Congress will be forced to price carbon as carbon pricing continues to spread worldwide, prices rise, and CBAMS spread. CBAMS are how countries are now charging US exporters the difference between our carbon price ($0) and their carbon price (e.g., the EU is at $80/tCO2 and rising).

This bill would provide stability for investors and developers of clean renewable energy.

Dear Science, Technology and Energy Committee, I strongly support SB449, and urge you to recommend it as Ought To Pass. SB449 provides certainty to commercial and industrial (C&I) entities, which are considering installing renewable power. It does so by providing a 20-year window assuring the C&I entities that the net metering conditions at the time they interconnect can be relied on for 20 years. This certainty will create conditions conducive to the installation of more clean electricity generation by C&I entities in the Granite State. That benefits businesses in our State, who wish to lower their energy costs. It also makes New Hampshire overall less reliant on fossil fuel electricity generation, which is subject to price spikes, and is also environmentally damaging.
