WOW, this is incredibly harmful. Allows the state commissioner to withhold state funding from local schools that don't comply with very vague statement of: "the input-based school accountability system shall be completed by January 15 of every even numbered year." Could be potentially used in a very partisan, discriminatory manner against schools that don't comply with certain vague requirements or mandates.

You really should not be micromanaging these things. You need to trust your Commissioner of Education to use their judgement and respond productively to a missing report. What if the system goes down? What if the school districts finance or whomever is responsible for this report is out or leaves suddenly, particularly in a small district which doesn't have broad resources. There are better ways to manage systems than this. Leave these management choices to the professionals hired by your Governor and approved by the Executive Council and stop micromanaging.

This bill allows for funds to be withheld from entire districts if one school does not comply. This would be harmful to all students in a district where all but one school was compliant. Education and the funds for education should never be withheld because it punishes children who have done nothing wrong.

Withholding funding from schools is revolting, for any reason. Go in and fix things, that's fine, but holding their funding hostage until they meet the standards of people who haven't stepped foot in a classroom since the day they graduated? It's ridiculous. If anything our schools need more funding so they can hire better teachers.
