This bill is not perfect, but the Committee should support it as moving in the direction of needed reform of education funding.

Please vote no. The property tax burden on NH homeowners is already overwhelming. Time for a sales tax.

These real estate tax increases are causing people to lose the homes they worked hard for. The inflated values and unrealized increase in values cause unsustainable taxation. Between interest rates, inflated values and outrageous taxes, the American dream is unreachable. Those who have previously attained it are having their dreams taken away as they can no longer afford to pay the government for something they already own! An increase in these taxes does nothing but move NH toward socialism as people lose what they worked so hard to obtain. NH needs to start looking to reduce waste and find means of funding other than stealing people’s homes.

Been in Hudson for 5 years and property taxes have gone up every year. We cannot afford another increase!

I am no way in favor of this bill. Passing it would absolutely crush families and the senior population who are barely hanging on. Do the right thing. Vote this down. Ed

As a person on disability income, with my wife also having to work full-time, the property tax burden is already unreasonable (due to astronomical re-assessment policies, among other things.) We don't yet qualify for any senior citizen tax breaks, either. Raising the state property tax is going to impose a major financial burdens on my family and those like us! As it is, trying to make a monthly budget that includes a mortgage is becoming tougher each year, even in the few years where a cost of living adjustment is in place! Our mortgage is rising at a ridiculous rate each year because of property tax increases, and while I understand that our town also has to come to grips with how it is hurting its residents, so does the state of New Hampshire! Please do not pass this bill!

Honorable Representatives, I am a 30 year resident of Hudson, NH. My wife and I are 64 and 63 years old, respectively and retired. We face unprecedented escalation of living cost AND taxation in our Town. Passage of the increased taxation proposed in HB 1800 is unnecessary and excessive. It would pose a significant additional financial burden to us. We do not support passage of this bill.

I strongly support this bill. The only people who should be making decisions regarding their children's' health / immunization are the parents or legal guardians. Thank you for supporting this bill.

This bill is crazy. Even with the proposed credits, taxes will skyrocket. The state has become so dependent upon property taxes that the burden on residents is becoming too much. The State needs other sources of income. I have lived here my entire life and I understand the NH benefit to no sales or income tax. But you need something else. We are surrounded by states that tax marijuana. Why not join them? I’m not in favor of drug use but millions in tax dollars need to be replaced since we did away with the I&D tax. Tax out of state visitors or shoppers. My property taxes in 25 years are up 6x. My home, while up in value, is not nearly that much. This year with my property taxes I will have paid for my home twice. Once to the bank and the other to my town and the state. It’s enough.

The implementation of this bill will force many people to move out of NH. The continued push more/higher taxes on to the shoulders of individual households will have huge, long lasting negative impacts on the NH economy. Companies and businesses must pay their fair share or their customers will disappear from NH.

I am against assessing $5 per $1000 state education tax, even with the adjustments. Currently I am being assessed a total of over $17/$1000 with a very large amount ($9.17) for education (locally) and $1.25 for the statewide portion. Without first legislating that the total local + state education tax cannot be more than the current system, a 400% increase in the state education tax component is a horrible idea. -- please share a lot more hindsight information about everything that was wrong before the Claremont decision, and everything that is so terrible after the Claremont decision such that a Bill like this is being proposed. The tax burden on us in donor locations is already too burdensome.

I am respectfully requesting that you oppose bill HB1800, for the following reasons: - This bill raises property taxes during at time where legislators claim they want to address affordability. This bill price first time home buyers and young families out of the dream of home ownership. A $5 per $1,000 statewide education property tax will increase housing costs statewide, making it even harder for young people and first time home buyers to afford a home, or stay in New Hampshire at all. - Even with the proposed credits, this bill shifts a larger share of education funding onto property taxes, one of the most regressive tax New Hampshire has. Young families without accumulated wealth will be hit hardest and hence undermines our goal of keeping workers, families, and future taxpayers in the state. - Making housing less affordable weakens New Hampshire’s long term economy. By pushing young residents out of the housing market, this bill will ultimately weaken workforce growth.

Greetings from Sullivan County Yes. I read the note from the DRA, the issues can be addressed. I specifically like eliminating fund retention locally, and having all funds for this obligation submitted and retained in the ETF. I find the exemptions for elderly and especially non users of education system to be compelling. This feels like a first step toward alignment of those who pay with those who receive. I might suggest exemptions for those who fund or use EFA program for an entire year.

While I support moving toward a statewide funding model, the proposed per-pupil amount of $10,000 appears well below the actual cost of providing a quality education in New Hampshire. Without an adequate base, this structure risks relying on local supplementation, which historically benefits wealthier communities and undermines the goal of equity.
