Lisa Sweet for Myself Rye Hello, I support this bill to true up any over or under collections within the default service rate. Hopefully, if this is done in a timely manner, any markets conditions that may have impacted the actual cost of energy will be explained and understood by the customer. For example, this winter has been very cold and energy has likely cost more than people have been paying through their rates. If this is true, then when the next rate is a bit higher, then 1) people can understand that this is because of the recent weather and 2) it will be charged to the same people in the same default service rate that the under collection occurred. There are so many charges on the delivery side and it seems there is a lot that is put into the nonbypassable charge that I don't understand.
