This bill would impose a $20 annual registration fee for every e-bike ever made as all are rated for 20 MPH. Also, there are no VINs to reference and if used off-road exclusively then no fee per this bill. Bikes and e-bikes are use on and off road for transportation and recreation. For years, bicycle registrations have been found to be impractical and not cost effective.
