As written, this bill is very dangerous as it would allow the distribution cost to be the same for all users regardless of energy use since all existing infrastructure is a fixed cost which arguably is necessary for all users. It might actually become cheaper for homeowners to use portable generators with associated pollution and fire risk. The legislature should instead direct a fairer policy of all distribution costs to be usage based except for the costs of meters and billing.
