HB1364 would require counties, municipalities, and other political subdivisions that enter into federal immigration-enforcement agreements (such as 287(g)) to file quarterly public reports. The overwhelming majority of submissions support the bill as a transparency and accountability measure that does not itself restrict local cooperation with ICE, with many citing ICE conduct in Minneapolis/Minnesota and concerns about taxpayer costs, masked agents, and unchecked federal power; a small number of submissions raise other angles, including one arguing the reporting requirement should extend beyond ICE to all federal agreements.

There needs to be more transparency and accountability on this issue and while this bill is not ideal, it is a step in the correct direction.

Financial transparency is needed to maintain public confidence in local authorities if they are cooperating with ICE. For example the Merrimack warehouse detention facility will decrease tax revenues an estimated half million dollars, and the costs of public services to a building designed as a warehouse but which would be tasked with housing 500 detainees plus staff will be a financial burden on the town that should be transparent.

Cutting the business profit tax when the state is struggling to balance its budget makes no sense. We should at least revert to our previous level.

I’m writing in support of the proposed HB 1364, which would require NH law enforcement entities that assist ICE to submit a quarterly report to the NH AG’’s Office.. given the sensitive issues around immigration, and the significant I’m growing allegations of abuse and questionable law-enforcement practices by ICE and related DHS agencies, it seems only prudent that the government established some standard mechanism of oversight and a uniform means of reporting. This will serve to protect not the residents of our state, but also the participating law-enforcement agencies, who can only benefit from thorough and proper documentation of their activities if questions arise.

ICE is out of control and not accountable. Hopefully, this bill will be able to provide some accountability in NH as well as data on what activity NH law enforcement is involved in on behalf of ICE.

I support the requirement for our counties, municipalities, or any other political subdivisions of the state of NH that enter into agreements with the federal government concerning assistance with federal immigration enforcement to submit a quarterly report. The violence, death, destruction, and vitriol that is the norm under our current administration must be held accountable. Requiring quarterly reports concerning assistance with federal immigration enforcement is one SMALL measure we can put into place to hold DHS and ICE accountable.

ICE needs to be held accountable and the public needs to be informed of their actions NH Law Enforcement can serve as a check. We also need accountability for the funding and allocation for state funds (time) for a federal department. Thanks.

In light of recent events in Minnesota involving ICE, it makes sense to have clear truthful information regarding NH law enforcement involvement with ICE available to NH's Attorney General's office.

As the past weeks have made very apparent, ICE officers are given immunity and are not constrained by the US Constitution. Free speech is being suppressed by ICE through being very physically aggressive and even more concerning, creating a database of protesters using facial recognition which can then be used to harass citizens for their speech. No due process is provided to those that are arrested. Home searches are being done without a warrant. This is not a right/left disagreement, but one about Federal overreach. Our Bill of Rights was drafted in an effort to curtail such activities, however it is being ignored at the highest level. New Hampshire is a wonderful state whose residents value freedom and limited government. This bill is a step toward creating some accountability for the Federal governments aggressive and violent overreach. Please support this bill.

We should have clarity on what our law enforcement are doing to assist ICE and the cost to our communities. The federal government should be paying all the costs.

It is imperative that the public and state government have easy access to knowledge surrounding where local finances go. As the tax paying public, we should be aware of any funding for federal immigration enforcement from our counties and municipalities.

This bill provides critical accountability of our public safety employees. It seems reasonable and important and should be supported by law enforcement and others who expect government in New Hampshire to to transparent and open to public scrutiny. It does not provide person information.

Come on, folks. Where in our Constitution does it say that masked unidentified characters in full military regalia should be running rampant in our streets shooting American Citizens, snatching children, and creating general fear and mayhem is a fine idea? Stopping any part of this invasion has to be done immediately.

It is common sense to require any NH law enforcement entity that assists DHS, Border Patrol, and/or ICE to submit a quarterly report to the NH Attorney General's Office. It gives residents of N.H. some modicum of information on how our law enforcement staff are being used to assist with federal immigration enforcement, which is not a normal part of their work. It provides transparency, which is a critical part of government functioning. I support the bill and want it to be enacted into law.

Please support HB 1364, a bill requiring quarterly public reporting by counties, municipalities, and political subdivisions that enter into agreements with the federal government related to immigration enforcement. This bill is fundamentally about accountability, transparency, and responsible governance. When local governments choose to enter into agreements that involve federal immigration enforcement, those decisions carry real consequences—financial, legal, and operational—for local taxpayers and communities. Quarterly reporting ensures that elected officials, legislators, and the public can clearly understand what agreements exist, what activities are being carried out, what resources are being used, and what impacts those agreements have on public safety and local services. This legislation does not prohibit cooperation with the federal government, nor does it dictate immigration policy. Instead, it establishes a basic oversight mechanism so that decisions made at the local level are subject to regular review and public accountability—standards that already apply in many other areas of government contracting and law enforcement activity. Transparency protects everyone involved. It helps prevent mission creep, unfunded mandates, civil liability, and inconsistent practices across jurisdictions. It also ensures that local governments are acting within their authority and in alignment with the expectations of the residents they serve. Quarterly reporting is a reasonable, minimal requirement that strengthens legislative oversight and public trust. For those reasons, I urge the committee to support this bill. Thank you for the opportunity to testify.

I would hope the “small government” and “Live Free or Die” state would want some accountability and oversight of a massive, tax-payer funded armed, federal secret police force coming into our.
