My name is Ann Davis. I own timberland in Springfield and Wilmot. I oppose this bill because it would allow the transportation of a loaded firearm on an OHRV. As written, the reference to landowner permission is vague. It should reflect current law, RSA 215-A:29:XI. It states: "No person shall operate an OHRV on the property of another unless the operator has obtained written permission from the landowner." I allow hunting on my property. However, a hunter walking with a rifle is a much different scenario than a person riding a vehicle with a loaded weapon. Thank you for considering my testimony. This sets a bad precedent for what should be considered loaded versus unloaded firearm.

I oppose this bill because it reduces transparency, access, or fairness in public processes and does not meaningfully improve outcomes for New Hampshire residents.

Oppose as written as the sponsors are trying to redefine "loaded". Loaded is clearly defined in RSA 207:1, XIV-a. The language added to this bill will have Fish and Game and various lawyers salivating at the thought of charging someone who is actually savvy on firearm laws within the state. Surely there has to be a "gun guy" in the 424 members of the House and Senate.
