With the popularity of PEVs there seems to be a legal grey area. As a rider of an in class E bicycle I am all to aware of the general terminology e bike for anything with 2 wheels that is electric. I feel lumping in-class electric bicycles with PEVs it can give a negative view to all of us. This bill will be a good step to not only add some order and clarity to the law but also provide a distinction from in class electric bicycles.

This bill is necessary to bring clarity, safety, and regulation to the growing use of PEVs, ensuring that both riders and the general public are protected while allowing for their responsible use in transportation and recreation.

This bill addresses major concerns about unregistered devices being used on roads and rail trails. Electric motorcycles with pedals are passed-off as e-bikes which are totally legal in NH. All PEVs have their place and should not be banned but knowledge for safe operation and where/how they should be used are critical points before any enforcement is possible.

I support the education about and regulation of high-speed e-bikes.

I am requesting that this bill be supported/passed.

This is an important bill to limit the use of various electric vehicles (high speed e- assist bicycles, e- dirt bikes, e- one wheels, e- unicycles and e- scooters) for the safety of rail trail and sidewalk users.

Hello - I am a frequent user of trails in the north country region in and around Gorham and Berlin, especially volunteer built hiking, cross country skiing, and mountain bike trails. These out of class electric vehicles, specifically the electric motorcycle variety, have been causing significant damage to the trails due to their powerful motors and tendency to "roost" corners and displace dirt from the trail. Furthermore, their power allows to them ride UP trails that are designated as "one way, downhill use only" (for skiing and mountain biking) which is incredibly dangerous. Even on bi-directional trails, the sheer speed in which these vehicles are capable of are incredibly dangerous for other users. Our trails are frequently used by families, pet owners, seniors, etc. who have no reason to expect a near silent electric motorcycle coming around the corner at 30mph. These riders do not respect our trail guidelines which do welcome class 1 e-bikes. When approached, the e-motorcycle riders tell us that they are on "e-bikes" even when they do not have pedals. They are taking advantage of the lack of classification around their vehicles, and I think this bill and the proposed oversight into these electric vehicles will really help protect our trails. This bill makes our roads unsafe.

I support this bill because these vehicles (PEVS) can reach speeds much faster than a pedal bike can and are dangerous to people who are travelling by bicycle on the trails. These vehicles should be considered motor vehicles and should be regulated as such.

I support this bill for safety reasons. PEVs approximate motor vehicles like mopeds and should be similarly regulated.
