This bill is allowing for the risky actions of a few to increase the burden of the many. While some rescues are for a disabled person or lost child, I would suspect the large amount of cost incurred are related to people making poor decisions. These people should be forced to repay the cost of their rescue which would likely offset the need for this new expense.
