The term ACTS of God is too vague and does not specify the nature of the damage. The wording would be more appropriate if it identified natural disasters, increasing frequency of these, such as severe floods and fires, with the resulting loss of property and lives, damage to infrastructure.

This study meeds to be expanded to include more issues like fires, flooding, and other severe weather. "Natural disasters" would be a better term than Acts of God.

I oppose the bill because of the wording. Instead of "acts of God", climate change should be stated such fire, floods, extreme weather events etc.

Change the reasons for this study to identify a more pragmatic set of threats, such as the increasing severity of weather, and likelihood of fires and flooding due to climate change. Specifying "acts of God" doe not provide a useful guideline.

The concept of sudying the resilience of the telecommnications and energy infrastructure is good, but this bill needs amending to include among the listed threats the increasing severity of the weather, the danger of fire and flooding related to climate change. Also, please replace the term "acts of God" with the term "natural disasters" so that it won't be necessary for the committee to interpret "acts of God" by insurance-coverage language.

Bill needs to be altered to include real present-day threats.

Please amend this bill to change the reasons for this study to identify a more pragmatic set of threats: the increasing severity of weather events and the increased likelihood of fires and flooding due to the effects of climate change. These threats are well-documented by scientific evidence. Please also replace "Acts of God" with "natural disasters".

The current text only includes terrorism and "acts of God" as threats to be studied. I suggest you add to the reasons for this study committee to identify other threats, such as the increasing severity of weather, and likelihood of fires and flooding due to climate change. Please amend HB541 to replace "acts of God" with "natural disasters," keeping in mind that many of the weather-related disasters that are happening lately are "unnatural" because this science is clear that we are seeing horrific floods, fires, storms, etc. due to earth-warming carbon pollution. I urge the committee to listen to the majority of scientists who study the weather on our planet.
