If you step back and look at all of the marijuana/cannabis bills being presented this session you can see there is a bigger plan. Our Governor has stated she will not support legalization, so the Theraputic Cannabis program has put in a great effort to expand their opporation, offering a larger variety of high potency, addictive THC (the addictive drug part of the plant that causes a high) I am asking that you please do not support this bill or any other bill that would increase access to the drug of marijuana/cannabis in our state. In my professional life, as the Director of the Raymond Coalition For Youth, I see how many children are impacted by the rising use of marijuana in our state, be it their own use or mainly that of their parents or caregivers. Jim Riddle for Myself Hillsborough My name is Jim Riddle, Hillsboro, NH. I am a medical cannabis patient and owner of Lamb’s Breath Seeds. I hold a USDA Hemp License, which I obtained after the Drug Enforcement Administration ruled in 2022 that all cannabis seeds are legally hemp, since they do not contain THC. I ship my seeds by mail to customers throughout the USA, since the US Postal Service recognizes that cannabis seeds are hemp. I urge the NH House to adopt HB51, which would remove the word “seeds” from NH’s legal definition of “cannabis.” This would bring NH statute in line with DEA and Postal Service rules. HB51 would also allow Alternative Treatment Centers to purchase legal, non-intoxicating hemp products for use as ingredients in product formulations. These ingredients do not contain THC and can be purchased and used by NH residents, but NH statute currently requires ATCs to produce all of their own hemp-derived ingredients, which increases costs for patients and ATCs. It also makes the NH therapeutic cannabis program less efficient than other medical cannabis programs in other states. This bill will remove outdated and unnecessary barriers which currently raise costs for therapeutic cannabis patients. It will help lower cots for patients, while allowing the ATCs to develop and offer a wider variety of products.
