Robert T. Bevill, J.D., LL.M. for Myself Merrimack I wish to thank Representatives Maureen Mooney and Bill Boyd (Hillsborough - District 12) for sponsoring this bill for me. I was contacted by a senior citizen who was being forced to switch from submitting checks for her monthly rent to paying by electronic means. She is on a fixed income, has always paid her rent on time, and has never once bounced a check. She is frightened to do any banking business on the Internet and prefers to continue to provide a personal check for her rent payments. This would be a severe burden on those not familiar with online banking and have an extreme distrust for doing any banking business on the Internet. It is extremely consumer UN-friendly. There should always be an alternative for those who make their rent payments on-time and have never bounced a check to be able to continue to pay their rent in the manner that they always have been. Some say that a more cost-efficient means for landlords. But it does not provide for an auditable path of paper for previous transactions for consumers. This is just one more draconian tactic by landlords to eliminate their overhead of actually taking the checks to the bank to deposit them.
