We do NOT need any legislation that would in any way make it potentially MORE difficult for voters to do their civic duty.

There is no reason to have this information and is discriminatory.

A poorly written bill. This bill requires that voter checklists have a column for supervisors to annotate if a voter provides a non-New Hampshire issued form of photo identification and what state or other form of identification was presented. Ample information has already been presented for this voter to register to vote. This information is not necessary. Department of State indicates that ballot clerks are the ones who mark the checklist, not supervisors.

This approach to voting is the best means for reducing the polarization in our state.

Dear Chair Berry and House Election Law Committee Members, I'm the chair of the Supervisors of the Checklist in Derry. HB308 is ridiculously time-consuming for Supervisors of the Checklist to implement post-election. Moreover, HB308 will not provide legislators with any meaningful feedback. Supervisors of the Checklist spend months recording voter history in the Statewide Voter Registration System after elections. More than 18,000 voters voted in Derry in November. Adding a column that will seldom or ever be used has a time cost. You could count the number of out-of-state driver's licenses recorded on the checklist on one hand. Yet entering that column has a time-cost. If 3 voters presented an out-of-state ID to the ballot clerk, that means Supervisors had to account for the 17, 997 NOs too. Even worse, the effort will be in vain. The data from this proposed new column has no practical or analytical value. We already have a column recording out-of-state driver's licenses. Other forms of voter ID are legal, Recording that a voter presented a passport, an acceptable student ID, or a military ID is insufficient. It doesn't tell you whether the voter has a New Hampshire driver's license or where they lived when it was issued. You cannot extrapolate anything from it. There is no up-side to recording the information HB308 proposes. It complicates marking the checklist at the election and processing voter history after the election. I oppose this bill. This bill would be restrictive and single out those with a non-NH ID. This bill would restrict access to voting.

The checklist already has provisions for recording out of state divers licenses. This bill would require ballot clerks to record IDs used for identification like military IDs, other government IDs not indicating they were issued in NH, etc. What does the bill mean by non-New Hampshire issued ID? It does not read "State of NH issued" which would be a NH DMV issued ID or State of NH employee. Please ITL this bill.

The directive of this bill can't be satisfied. Voters provide photo identification to ballot clerks, not to supervisors of the checklist. It also says "what state or other form of identification." ...OR! Of what purpose is knowing a person provided a driver's license, but not knowing from what state or provided identification from VT but not knowing what? Why would this be pertinent to anything? The state allows older individuals to vote with an expired drivers or state ID which seems far more problematic, imho.
