This bill is a good balance between protecting voter's rights and keeping people from voting illegally.

This bill changes the verification of the checklist from every 10 years to every year. More accurate checklists improve election integrity, and doing an annual purge should not result in more voter records to be adjusted compared to waiting to do them all after ten years. Removal from the checklist of voters who are no longer eligible to vote provides a more accurate checklist and enhances election integrity.

I am a Checklist Supervisor in the Town of Pembroke, NH and I oppose this bill. This bill requires supervisors to annually do a five year look back and remove any voters who have not voted in the past five years. For the 2021 verification of the checklist, supervisors received a list of voters for whom a vote was not registered in the voter registration system in the past four years. Supervisors were required to look up each voter on the election day checklists for the past four years to confirm the voter had not voted. If it could not be confirmed that the voter had voted, the voter was removed from the checklist and a letter sent. The voter had to reregister to be eligible to vote and voters don't read letters! If the procedure remains the same this bill (1) puts a large burden on the supervisors to perform the verification and also to reregister voters who were removed (2) adds to the clerk's burden to accept registrations for voters who were removed (3) adds to the ballot clerks' burden, having to explain to voters that they are no longer registered to votes, and also increases ballot clerk lines as the voter will return to the line once registered (4) adds a financial burden on towns, both for postage, now at 69 cents a letter using a postage meter or 73 cents using stamps, and for towns that provide a stipend to supervisors for time worked, an additional payroll cost (5) increases the lines of voters registering to vote on election days (6) increases the number of absentee voters who will need to register absentee, a potentially large burden on the voter pending other legislation this session (6) disenfranchises voters who are no longer registered, and further disenfranchises when they learn this at the polls and can't register as they are not carrying proof of citizenship (per RSA 654:12, voters previously registered in NH but removed must provide proof of citizenship to register.) A five year look back would require supervisors to look through up to 13 checklists each year to assure voter history wasn't missed. A five year look back, except in the first year, is not needed. With this parameter, In 2026, the supervisors will receive and remove voters who did not vote in 2025, 2024, 2023, 2022 and 2021. In 2027, the supervisors will receive and remove voters who did not vote in 2026, 2025, 2024, 2023 and 2022. But, if I am looking at this correctly, voters who did not vote in 2025, 2024, 2023 and 2022 were already removed so all that is needed is a one year look back after the first year. Another issue, and probably an issue in current legislation based on guidance to implement, when looking back at the checklists, supervisors have access to the checklists from their towns. If a voter whose history was missed registered in town less than five years ago, supervisors are not able to do a complete look back. Voters registered in town are evaluated differently than those who registered more recently. For these reasons, I oppose this bill and implore you to vote it as inexpedient to legislate.
