I oppose HB 223 because it undermines the coordination and sustainability of rural healthcare systems. By removing the requirement for new healthcare facilities—like ambulatory surgical centers, emergency care centers, birthing centers, and dialysis centers—to notify critical access hospitals within a 15-mile radius, this bill risks fragmenting care, straining resources, and threatening the financial stability of rural hospitals that many communities rely on. Critical access hospitals are the backbone of rural healthcare, often operating on tight margins while providing essential services. Without proper notice and coordination, new facilities could duplicate services, drain limited healthcare staff, and destabilize the fragile rural health infrastructure, ultimately reducing access to comprehensive care in the long run. Collaboration, not competition, is key to keeping rural healthcare strong. I urge lawmakers to reject HB 223 to protect the health of New Hampshire’s rural communities.

Children attending these alternative schools should have similar protective measures with regard to adults they are in contact with as those in our traditional public schools.

This is frightening as it lowers the standards for public education and is unfair for our community commitments to our children and youth. We need to provide a comprehensive definition of education than is no less than what it is now.
