Animal cruelty is serious and many animals die from it a year, many animals are still suffering. We must make sure we keep them safe in our great state!

I believe that additional education on enforcing cruelty laws will provide the public protections that are now all too often missing when accusations of animal cruelty are made. If this is implemented, perhaps starting with officers in the counties that have the highest cruelty accusation rate would be appropriate. I do think that there might be better ways to fund this, perhaps through the Department of Agriculture, Sincerely, Nancy Holmes

Many countries are enacting carbon pricing. For our economy to remain competitive, carbon pricing will have to occur.

It is important to have necessary training regarding animal cruelty cases for law officers. Unfortunately cases of animal cruelty are increasing and it helps to have expertly trained personnel to lead investigations. Please pass this important bill.

In 40 years of following animal cruelty cases in NH it has been my experience that the vast majority of law enforcement officers are unaware of the distinction between "purposeful" cruelty and "negligent" cruelty in our animal cruelty statute, RSA 644: 8. This leads to inapproprate charges and inappropriate prosecution which ultimately costs everyone money as the cases linger in the Courts, sometimes for years... the shelters that care for seized animals, the police departments that provide testimony, the counties that prosecute the cases. The only ones who profit by this sytem are the clever defense attorneys who have figured out that most law enforcement officers and prosecutors are inexperinced in these cases.
