If this bill is passed, a disruptive patron could not be removed from the library or municipal building at the time of disruption.

To Representative Terry Roy New Hampshire Library Trustees Association is in opposition to HB 143. This bill presents a safety risk for library staff and patrons. Most library trustees meet once a month and would find it difficult to have a unanimous vote preventing a person from entering the building even though that person presents such a safety risk. Police might have to get involved which woukd only escalate the situation. And while this is taking place, children are in the library This bill removes local control, impedes necessary quick reactions to insure safety of our citizens and is totally unnecessary. This bill takes away local control for buildings the state has no power over. It endangers the safety of people. People need to know that their important places like schools and libraries are safe as they can remove people who make them unsafe and vulnerable.

To The Chair and Committee Members, This bill is a slippery slope. That call should be made immediately by the authorities in the school or city building based on the situation. Hello, my name is Ryan O'Hora and I live in Hooksett and work in Pembroke at the Town Library as the director. I'm opposed to this bill because this does not offer local control to our libraries. As this bill stands, it leaves directors and staff in difficult situations if we cannot ask public to leave if they are creating unsafe situations. For the safety of all, this bill seems to create more hoops to jump when there are members of the public that cannot abide by behavior policies. I'm concerned that if this bill is passed then municipal staff will not be able to protect staff, employees, public patrons, etc. in a timely manner.
