Greetings Chair of the Committee and Committee Members, I am in favor of the bill. This will allow County Department Heads to reduce the budget request for expense related to Outside/Private Details, which are reimbursed by a "contracting" entity. This would allow the department head, if authorized at the time of budget creation, to set "seed" money to fund the detail expense line. As expense is paid from the line, and as revenue is recovered, the revenue replenishes the expense line, with all excess being sent to the general fund. This will allow the department head to continue to bring revenues into the County without having to guess or forecast and amount to cover these details. It also reduces the need to request additional transfers of funds or supplemental appropriations for covering potential under budgeting due to community needs and the Counties ability to provide the services.
