It is time the Legislature addressed the problem of gerrymandering! When redistricting, boundaries should be drawn in a non-partisan way as possible. No party should be favored by the simple act of defining voter districts. Support this bill.

It seems obvious that we would want something that is fair, impartial and will cut down on the ill will and chaos. We are living in a time where there is a fight or violence for almost everything. This is actually caused by people taking unfair advantage and those that are cheated wanting payback. I hope that we will start to move in a more peaceful direction.

This would negatively impact consumers and small businesses. I strongly oppose this bill.

We need to keep gerrymandering out of school district decisions

New Hampshire's House and Senate should reflect the diversity of political thought of the voters of New Hampshire, which leads to better laws and oversight. Please support CACR2 that would require that district boundaries be drawn in a way that does not favor any political party or candidate.

Political gerrymandering is a problem in many other states; I support this bill to make district boundaries politically neutral.

Our district lines should be chosen in a way that makes sure, to the extent possible, that every vote counts equally. It's what's fair and right; there is no decent argument to be made for gerrymandering.

This bill would prevent "independent" voters from participating in primary elections. That would eliminate the 40% of NH votes who are independents!

Stop gerrymandering our districts and let voters decide!

I support this bill because I think it would prevent drawing boundaries to favor certain groups. It would help to make elections more fair.

Partisan gerrymandering must be made illegal. Democrats and Republicans must understand the need to be fair. The old description of "it's always done by both sides " should not exist. With CACR2 passing it will finally be a step in the correct direction. Packing registered voters of either Democrats or Republicans in districts that have predictable outcomes is wrong. Make New Hampshire proud. Pass this needed amendment.

I support making partisan redistricting illegal. The only fair redistricting is done by independent non-partisan redistricting committees and is necessitated by changes in population, not changes in politics. Non partisan redistricting benefits everyone. Partisan redistricting erodes trust in our elections and ends up in long, costly, and unnecessary court battles. Every state, but especially the Live Free or Die state, should outlaw partisan redistricting.

Hello, I am writing in support of this anti-gerrymandering bill, to keep elections fair and equitable. I should HOPE that ALL elected officials would be in favor of such legislation.

For any elected official who believes their responsibility as a public servant, elected by NH citizens, is to serve the greater good of the people of NH, this legislation should be a no-brainer. Elected officials truly interested in providing popular policies and platforms that will make NH voters want them to serve do not need to "rig the system" by districting/re-districting in favor of their own party. Passing this legislation will help ensure that elected officials work in the interest of the electorate; not in the interest of "their party."

Testimony in Support of CACR 2 February 25, 2025 9:00 am House Election Law Committee Legislative Office Building Room 306-8 Concord, NH 03301 Chairman Berry and Members of the House Election Law Committee, I support CACR 2, relating to the drawing of district boundaries. The New Hampshire Constitution tasks the House of Representatives with making an apportionment of representatives, thereby creating voting districts after each federal census. However, it does not specifically address the redistricting process. The result has been boundaries that created districts that heavily favor one party over another. Our New Hampshire Executive Council and State Senate maps are the most egregious examples of this partisanship. By prohibiting district boundaries from being drawn in a way that favors or disfavors any political party or candidate, CACR 2 establishes a process that values fairness over political maneuvering. Disallowing the use of partisan data in the creation of districts sets a clear accountability standard. Neither party should be able to give themselves an advantage, and CACR 2 addresses this issue.
